Ohio City Cuts Building in Half to Solve Dispute. Oct 18, 2019. There’s an old saying that good fences make good neighbors, but that’s not always the best solution. Take the case of this building dispute in Ohio, for example. When a resolution could not be reached, officials in Ruggles Township in rural Ashland County attempted to tear down the building which was partly on their land, but they were denied access to the private landowners side of the building. In response, they cut farmer Brett Galloway’s building where it crossed onto their land and put up a fence.
