If others were to create man-made lakes on their properties to a similar degree in the area &amp; retained rainwater/snow-melt, than it would cause problems in this desert-like environment.  This is an extreme case of someone going too far &amp; his actions do affect run-off that feeds water sources.]]></description>

		<description><![CDATA[If he was damming or diverting a major tributary to a much needed supply downstream then maybe there&#039;s a reasonable case for protectionist legal prosecution but this sounds like a test case as he says or just a personal vendetta against him.

Either way, it sounds like beurocratic nonsense to not be able to collect rain, wherever it may fall.

In England we get massive floods in some areas when heavy snow melts and people would pay you to collect it or store it somewhere.]]></description>
